We need merged funding that brings the complex mix of funds and grants together, and cuts through disputes and red tape
- Reducing the risk of people being sent away to a health-care facility rather than staying closer to home with a mix of supports from health and social care services.
- Reducing the cost to public funding from hospital and out-of-area placements.
- Reducing the bureaucratic, cost-based systems that keep people in unsuitable locations for longer than they need to be.
- Providing a framework for all commissioners to be freed up to make the best possible funding decisions in order to design positive community options for people.
- There should be national arrangements across health and social care for joint funding for people with learning disabilities and autistic people. Decisions should be made on the basis of what is best for people with learning disabilities and autistic people, not on who is responsible to pay for what portion of support.
- It should include capital and revenue spending, so that decisions on people’s options can be made as smoothly, early and as sustainably as possible.
- It should prioritise community-based solutions – whether that is people being able to live at their family home for longer, or in supported living, Shared Lives, or other options. This should also include the ability to access direct payments so people can make their own choices.
- This should combine Continuing Healthcare, social care elements of Housing Support Grant, capital funding for housing supply, existing social care funding for people with learning disabilities and autistic people, as well as funding from the NHS for long-term hospital stays and long-stay units.

The All Wales Learning Disability Strategy: current status and implications for people with mental health needs or severe challenging behaviour: This article suggests various changes needed to make for current systems to be changed – one of which is the need for quality of life to be included in evaluation measures.
